Manado City Youth and Sports Office faces challenges in objectively selecting the most qualified athletes, as the existing selection process tends to be subjective and time-consuming. This study aims to design and implement a web-based Decision Support System (DSS) using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method to address these limitations. The software development process adopted the Scrum framework, while the system was developed using a three-tier architecture consisting of React JS for the frontend, Express JS for the backend, and MySQL for database management. The TOPSIS method was employed to rank athletes based on five primary performance criteria: endurance, strength, speed, agility, and coordination. The results demonstrate that the developed DSS is capable of automatically and transparently calculating and presenting athlete rankings. Black-box testing confirmed that all system functionalities operated in accordance with the specified requirements. Furthermore, validation of the TOPSIS implementation through comparison between system-generated results and manual calculations showed consistent ranking orders, thereby confirming the computational accuracy of the implemented algorithm. Overall, the developed system provides a systematic, measurable, transparent, and accountable decision-support tool that facilitates a more objective athlete selection process.
