EVALUASI RESILIENSI DAN KONEKTIVITAS JARINGAN TRANSPORTASI LAUT: STUDI KOMPARASI RUTE PERINTIS VS. KOMERSIAL PADA JALUR MANADO–BIARO–TAGULANDANG–SIAU

Abstract

The Sea transportation plays a vital role in supporting connectivity across archipelagic regions of Indonesia, particularly in areas with limited land and air transport access. The Manado–Biaro–Tagulandang–Siau route is strategically important for mobility, logistics distribution, and regional development in North Sulawesi. This study aims to evaluate and compare the resilience and connectivity of sea transport networks between government-subsidized pioneer routes and market-oriented commercial routes. A descriptive-comparative approach combining quantitative and qualitative methods was applied. Data were collected through field observations, stakeholder interviews, and secondary sources, including sailing schedules, service frequency, and maritime policy documents. Indicators of resilience include service reliability, recovery capacity, and operational sustainability, while connectivity indicators cover sailing frequency, port interlinkages, and accessibility. The findings are expected to provide comprehensive insights into the performance differences between pioneer and commercial routes, serving as a basis for adaptive, efficient, and sustainable maritime transport policies to strengthen connectivity and resilience in archipelagic regions.
